Foreign and Indian travellers to parts of the Northeast need one of three permits: the Inner Line Permit (ILP), the Protected Area Permit (PAP) or the Restricted Area Permit (RAP). Living Roots arranges all three end-to-end.

History & background

The Inner Line was drawn under the Bengal Eastern Frontier Regulation of 1873 to protect indigenous communities from unrestricted settlement. PAP and RAP were added in 1958 for sensitive border districts.

Geography

ILP applies to Nagaland, Arunachal Pradesh, Mizoram and Manipur (all travellers). PAP applies to foreign travellers entering Arunachal, Nagaland, Mizoram and parts of Manipur and Sikkim. RAP covers restricted border zones.

Cultural & ecological significance

Permits protect community rights and land agreements as much as they secure borders. Applied correctly, they are administrative rather than obstructive.
